Under the Enhanced Community Quarantine (ECQ) for Luzon to combat COVID-19, and the additional Taguig lockdown, all shops except supermarkets, grocery stores, banks and pharmacies, restaurants that provide food takeout and a few other establishments are closed. (For detailed list of exempted businesses, see this.)
We have collected the following information regarding groceries, pharmacies and restaurant takeout for your information. We will update and add more information if possible.
When is the best time to go to supermarket during the ECQ is a study of group behavior. We have had to wait nearly two hours to get in a supermarket at one time, while at other times there are no line at all at the same supermarket.
From our experience, weekends are still the busiest time at supermarkets, because people who work at home can only do shopping on weekends. Early mornings are worse than the last hour of store opening. People line up very early to be in the first batch to get inside a supermarket, and to get fresh items before others arrive. Best time is therefore the last half an hour on a weekday.
Forbestown Road Robinson's Select : 9am to 5pm. However, they often close 15 minutes before 5pm. So when they say they open until 7pm on April 11 and 12, we have our doubts.
SM Aura Premier : 9am to 7pm. Free Parking.
Central Square Marketplace: 9am to 6pm. It has an express lane if you buy less than 8 items.
MarketMarket Metro Supermarket : 9am to 6pm
SnR Membership Shopping : 11am to 6pm. SnR's announced opening hour is 11am to 5pm, but often they let people go in even at 10:30am.

There is also a Korean store at Fort Entertainment Complex, and it seems well stocked with water and noodles, amongst other items.
Restaurants that offer food for takeout or delivery are allowed to operate. However, due to the restrictions on movement and closure of offices, the demand for takeout or delivery is not very strong. Added to that is the logistics problems caused by checkpoints. Even fast food restaurants only open some of the branches.
